Health & Safety Program Assessment and Development for Engineering Firm:
Dewberry Group
Mid-Atlantic Region
Emilcott conducted a detailed review of the health and safety programs and
practices of Dewberry's three major subsidiaries: Dewberry & Davis LLC;
Dewberry & Davis, Inc.; and Dewberry-Goodkind, Inc. The review evaluated the
existing Dewberry corporate and subsidiary programs and practices where
applicable. The overall project objective was to help Dewberry create a Corporate
Health and Safety Program that would meet the practical safety and loss control
needs of the company, satisfy applicable regulations, and meet or exceed
minimum client requirements and industry standards. During the evaluation,
Emilcott identified gaps, and provided recommendations and action items to help Dewberry meet their overall goals. The project was conducted in three phases:
   1) Program and Records review
   2) On-site evaluation and assessment, and
   3) H&S Assessment Report and Presentation.
As part of this task, Emilcott developed a compliance matrix to help identify the
applicable OSHA requirements that applied to the various project tasks
conducted at Dewberry. Emilcott is currently in the second stage of this program implementing the recommendations of the evaluation.

Public and Worker Health Hazard Assessment 
Peter Cooper Village Stuyvesant Town (PCVST), Tishman Speyer

Emilcott was asked to design, implement and interpret perimeter and on-site air sampling data, and to oversee the H&S program during excavation and replacement of underground water utility equipment throughout the PCVST site.  This site is a former Manufactured Gas Plant (MGP) that currently houses over 30,000 people in high-rise residential buildings.  The construction and excavation work was adjacent to these residential buildings, walkways and open recreation space. All work was very visible and highly publicized to the residents of PCVST. Emilcott developed and updated the H&S program, air monitoring/exposure assessment programs and other EH&S programs and SOPs.

GIVAUDAN FLAVORS AND FRAGRANCES 
Cincinnati, Ohio; Mt. Olive, East Hanover and Teaneck, New Jersey; and New York, New York 
As part of a corporate-wide initiative to improve health and safety in its operations, Givaudan requested Emilcott to conduct baseline exposure assessments, hazard assessments, exposure monitoring and to develop an MSDS management program system for its manufacturing facilities. Subsequently, Emilcott also developed and implemented customized health and safety programs and Standard Operating Procedures (SOPs) for these facilities. Project work included Emergency Response Programs as well as the development and implementation of comprehensive worker and supervisor health and safety and emergency response training programs. Emilcott provided design specifications related to health, safety and environmental concerns for the construction of a research facility in New York City.

Emilcott has worked with all ten hospitals in the SBHCS network and their Emtak Ambulance Services. In 2003-2004, Emilcott provided respirator fit-testing services to SBHCS employees who were training to be first responders in the case of a terrorist attack or natural disaster, as SBHCS was chosen to be the triage hospital for NJ
Emilcott recently completed MSDS Management / Chemical Inventory projects for Clara Maass Medical Center in Belleville; these projects involved working on site under the direction of the hospital’s EHS managers to contact each department to identify additions and deletions to the inventory and the availability of MSDSs. If MSDSs were not available, Emilcott contacted the supplier.
Emilcott has provided ongoing IH exposure assessments to Community Medical Center in Toms River, Clara Maass Medical Center and Kimball Medical Center for glutaraldehyde, formaldehyde, anesthetic gases, lead, acetic acid and other chemicals used in the hospitals for sterilization and various procedures. These assessments have been performed during peak hospital hours in operating rooms, histology and oncology labs, and recovery rooms.  Detailed sampling plans are provided and comprehensive reports of the findings are furnished to facility EHS personnel.
The project included fit-testing technicians at all locations throughout NJ.

EH&S Support Services
Gerdau Ameristeel
Sayreville and Perth Amboy, NJ

Emilcott was initially retained by Ameristeel (steel producer) to review and update their Written Lead Exposure Program in 2004 and perform quarterly lead exposure monitoring. The project was expanded to incorporate exposure monitoring for cadmium, manganese and silica as well. As a result, Emilcott updated the facilities’ respiratory protection programs, which involves conducting the annual respirator fit-testing for approximately 125 employees on different shifts. Emilcott has conducted a review of other safety standards and made recommendations as well Emilcott most recently conducted a Process Hazards Analysis for the expansion of the Sayreville site’s oxygen production operation. Emilcott continues to provide quarterly exposure monitoring and annual respirator fit-testing services to both facilities.

Respiratory Protection and Lead Exposure Program Reviews
NJ TRANSIT – Rail Operations
New Jersey

Emilcott reviewed NJ Transit’s Rail Operations’ programs for Respiratory Protection and Lead Exposure to look for gaps in compliance and compare it to best industry practices. The exposure assessments looked at lead, welding fumes and respirable dust during welding operations.   As part of these reviews, Emilcott performed exposure assessments and IH investigations at several NJ Transit facilities including Kearney, Newark and Port Morris. Welding in manholes was also investigated at random locations. Emilcott provided quantitative fit-testing services as part of NJ Transit’s compliance to their Respiratory Protection Program and OSHA 29 CFR 1910.134.

Health & Safety Program Review, Update and Development of SOPs

Emilcott conducted an assessment of Mueser-Rutledge’s health and safety programs and practices for all of its operating units in the NYC Metropolitan area. The project objective was to help Mueser create a Corporate Health and Safety Program that would meet the practical safety and loss control needs of the company, satisfy applicable regulations, and meet or exceed minimum client requirements and industry standards. During the assessment, Emilcott identified gaps and provided recommendations and action items. Emilcott also developed a compliance matrix to help identify the applicable OSHA requirements that applied to the various project tasks conducted by Mueser personnel. After the assessment Emilcott updated any existing corporate programs and regulatory-specific programs as well as all required SOPs. Emilcott routinely provides Mueser with its HazWOPER training requirements.

Emilcott provided H&S technical support services to Pfizer at various facilities to help maintain the quality and status of their comprehensive health and safety programs. Emilcott assisted Pfizer in meeting or exceeding regulatory compliance, corporate goals and good industry practice. This support included 1) Conducting H&S audits, evaluations and program reviews; 2) Developing H&S programs including an extensive Hazardous Energy Control Program; 3) Conducting a construction safety program evaluation; 4) Performing construction activity, safety oversight and Industrial Hygiene monitoring; and 5) Inspected and reviewed local exhaust ventilation systems (LEV), creating a LEV database and a comprehensive LEV management program.

Health & Safety Oversight for Relocation and Re-connection of Natural Gas and Liquid Fuel Pipelines

Since 1997, Emilcott has assisted Napp-Grecco by preparing and implementing the Health & Safety Plans for various construction projects involving the relocation of natural gas and liquid fuel lines. Site H&S Services for Remediation at a Brownfields / Hazardous Waste Site

Emilcott provided health and safety consulting services to support ongoing remediation of hazardous waste at the former American Cyanamid site in Bridgewater, NJ. Portions of this site are slated for redevelopment (Brownfields); other portions fall under CERCLA. Emilcott developed a Health and Safety Plan (HASP) as required by the Occupational Safety and Health Administration (OSHA) and reviewed existing H&S of contractors on site to ensure that procedures were applicable to the site operations. Emilcott developed and conducted site-specific HazWoper training for Wyeth personnel and contractors. As the project progresses, Emilcott will provide Site Safety Officer services and air monitor during soil intrusive operations.

Health and Safety Oversight / IH Monitoring Brownfields Site

Emilcott provided H&S oversight and industrial hygiene exposure air monitoring for Karabinchek Brothers for over 2 years at the former Metasol-Calgon site in Hawthorne, NJ. This site was heavily contaminated with mercury and VOCs. Emilcott developed the site HASP and held monthly safety meetings for the KBI employees. Emilcott IH Technicians provided both area and personal sampling to determine exposure limits for excavations and other soil intrusive operations. General Construction Safety oversight was also provided.

Waste Water & Groundwater Sampling

Emilcott performed monthly wastewater and groundwater sampling in accordance with Elementis' NJPDES permit requirements. A 24-hour composite sample was drawn and submitted to a certified laboratory for analysis. The results of the monthly sampling are recorded on the facility's DMR and submitted to the local POTW.

Emilcott provided environmental compliance, industrial hygiene, EHS training and safety program support services to Kinder Morgan Liquid Terminals’ very busy regional tank farms for over four years. Services included: IH exposure monitoring during tank truck loading in the New Jersey and Pennsylvania facilities; construction safety program development; hazardous waste and construction safety training; development of site-specific Health and Safety Plans for excavations; and a Chemical Security Plan to meet new DOT requirements. Emilcott updated the SPCC Plan of a new site in Staten Island.

H&S / Interim Life Safety Measures (ILSM) Program Assessment and Support During a Major Construction Project

Emilcott conducted a comprehensive health and safety review and hazard analysis to identify and prioritize potential health, safety and ILSM hazards and concerns before commencement of a multi-million dollar construction project at the Children’s Hospital of Philadelphia (CHOP); Emilcott additionally provided support for ongoing efforts to manage H&S programs and ILSM policies during the construction initiative. These efforts included assisting CHOP in meeting its H&S project objectives by: 1) Conducting a comprehensive review of the current CHOP H&S programs and ILSM policies that were to be implemented during the construction project and compare them to industry best-practices; 2) Helping in the preparation of the health and safety policies and procedures manual for all contractors on site; 3) Reviewing project contract language and technical specifications relating to H&S and ILSM; and 4) Reviewing the H&S Management Systems used by the Construction Manager (CM). All Emilcott oversight was done with respect to compliance with The Joint Commission.

Health & Safety Evaluation at Freshkills Landfill during WTC Disaster Recovery

Ten days after 9/11, Emilcott was contacted by the NYPD Detectives Endowment Association to conduct a site walk-through and provide a comprehensive evaluation of the WTC recovery operations to identify health and safety issues that might impact NYPD detectives working at the landfill. The NYPD had no health and safety plan and was inadequately equipped with PPE. Emilcott performed a job / task analysis and hazard assessment to provide the NYPD with a final report of findings and recommendations. This report provided the cornerstone of the health and safety program and practices for the detectives during the recovery operations at the Freshkills Landfill.

Hazard Communication Tools Development

As part of a multi-media hazard communication program, ExxonMobil requested that Emilcott develop "Health Hazard Summary Sheets" and training tools for the physical and chemical hazards present at oil and gas production operations world-wide. Data used for the development of these summary sheets included technical and multiple country regulatory information as well as ExxonMobil propriety documents.

Health & Safety Oversight for Repowering Project

Emilcott provided on-site HASP review and development for the Construction Management division of Consolidated-Edison in New York City; this project was related to a multi-faceted construction project involving trench dewatering, tunneling and excavation in a complex urban environment. Emilcott conducted environmental, health and safety audits of Schering-Plough’s process and R&D facilities in New Jersey, Baton Rouge and Miami. Each audit was generally completed over a 5-6 day period. Several facilities had never been audited before. Emilcott checked current procedures, processes and policies to see if they met with state and federal requirements, as well as with Schering-Plough’s corporate policies.

Emergency Management /Contingency Plan Review and Hazard Vulnerability Evaluation of a Soft Drink Manufacturing Facility

Emilcott conducted an Emergency Management / Contingency Plan (EM/CP) review and hazard evaluation of Dr Pepper/Seven-Up’s (DPSU) syrup manufacturing facility in St. Louis. The focus of the review was to evaluate the gaps and deficiencies in DPSU’s current programs and procedures, and to determine the potential for anthrax or other highly toxic biological or chemical (HTBC) contamination. DPSU wanted to establish EM/CP procedures that would be effective in the event of terrorist activities. The particular high interest area was threats to raw materials, support materials and product. Emilcott conducted a comprehensive site walk-through, employee interviews and a review of current procedures and other documentation. A written report of findings and recommendations was provided. As a result of this work, DPSU has asked Emilcott to assist them in addressing the recommendations, and to develop and upgrade their emergency management plans, programs and systems.

Since 2002, Emilcott has been providing Stryker Orthopaedics with a variety of environmental, health and safety services. In addition, as an ongoing project, Emilcott develops monthly safety training presentations for Stryker to use as internal web-based training. The presentations are viewed by Stryker’s executive and administrative staff as well as by operations and maintenance personnel. Emilcott recently developed a program for contractor safety that is part of the mandatory orientation given to contractors working at the facility.

Emilcott has been performing duties as the EH&S On Call Consultant for Toyo, an international pigment and ink manufacturing and R&D company, for over 12 years. In this position we have assisted Japanese Nationals assigned with running various operation in the US, (to manage the company’s environmental (i.e. TSCA, RCRA, Clean Air, EPCRA) and safety and health (DOT and OSHA compliance) programs. We have performed regulatory evaluations of existing and new site locations for Toyo subsidiaries and acquisitions, and have conducted EH&S training, including a TSCA seminar in Tokyo, Japan for Toyo personnel and their suppliers.

Remedial Investigation
Former Real Estate Office Property
Morristown, NJ
Emilcott performed a remedial investigation of property housing at a former real estate office. The investigation revealed a leaking underground storage tank which was cleaned, removed, and the impacted area was excavated and backfilled with clean material. A closure report and Remedial Action Repot was submitted to the NJDEP. The NJDEP issued a No Further Action Letter to the property owner.

Pollution Prevention Plan Development
NJDOT Project
Parsippany, NJ
Emilcott developed and submitted a Pollution Prevention Plan (PPP) to the NJDOT and NJDEP for a road construction project in Parsippany, New Jersey. The plan addressed the construction activities, material handling, and spill prevention and control. The plan was written for the activities that were to be performed by the contractor in charge of the project. The plan was approved and used during the duration of the project. Emilcott provided on-site air monitoring and health and safety support, soil sampling of the excavated soil for waste characterization and technical support to the contractor and NJDOT.
