Comprehensive H&S Evaluation of Telecommunications Div. of Construction Engineering Firm

Emilcott conducted a comprehensive review of the H&S program, plans and procedures throughout the Telecommunications Division of this engineering and construction management firm. The evaluation focused on the construction and operation & maintenance of wireless telephone projects. A major focus of the evaluation was to conduct onsite field audits of the projects to evaluate job safety assessment procedures, and subcontractor performance. Extensive peer-to-peer training of EK Supervisory personnel was conducted throughout the project. The EK H&S program was evaluated quantitatively on 24 separate H&S management system criteria. The audit criteria were based on a protocol modeled after the OSHA Voluntary Protection Program (VPP) and is being used as an assessment tool in measuring program improvements. Emilcott is currently in the second stage of this program implementing the recommendations of the evaluation.

HSO Support for Construction Site
Sunrise Development, Inc.

Emilcott provided HSO support for the Sunrise Development Co. in their construction of an assisted-living facility on a site in Staten Island, NY with naturally-occurring asbestos in the form of Serpentine rock.  Emilcott has had a fulltime Health and Safety Officer (HSO) on site and a CIH on call since August of 2004. The duties of the HSO
  • Assisting in implementing the special H&S procedures developed to address the potential exposure and disposal issues associated with the Serpentine rock
  • Review of the daily air-monitoring program and determine the locations, types, and consequences of required sampling
  • Provide technical assistance in using engineering controls and other methods in controlling dust
  • Provide support to site management in responding to regulatory and public inquiries and inspections
  • Conduct training of site workers and visitors on their responsibilities required by the HASP
The CIH reviews the daily sampling results and provides expert assistance in managing site hazards and waste control.

Comprehensive Health & Safety Evaluation of Engineering & Construction Programs

Emilcott conducted a comprehensive review of the H&S program, plans and procedures throughout this 200-employee engineering and construction firm. The evaluation included reviewing current practices, conducting onsite project audits, interviewing key personnel and evaluating quantitatively 24 separate H&S management system criteria. A comprehensive compliance audit was also conducted to determine compliance with applicable federal and state regulations. The audit criteria were based on a protocol modeled after the OSHA Voluntary Protection Program (VPP) to be used as an assessment tool in measuring program improvements.

Hazard Assessment during Major Construction and Renovation

A major renovation of the High School building was being conducted while school was in session whereby general construction activities including the movement of materials and sharing of stairways and hallways with construction and school personnel. Such activities created a potential that students, teachers and other employees might get exposed to contaminants created by the construction operations.  Endicott’s responsibilities included reviewing all project specifications, reports, depositions and other information regarding this project and the environmental conditions in the building.  Emilcott presented an expert opinion in a report addressing concerns of exposure to contaminants from the construction activities at high enough levels to cause irreversible harm.  Emilcott concluded that the airborne concentration levels of the contaminant levels from the construction were significantly below recognized occupational exposure limits. The evaluation also concluded that the contractors were responsibly performing their tasks according to recognized safe procedures and were constrained mostly by the work requirement that construction activities must be conducted during the day, when school was in session.

Site Health and Safety Services on Brownfield Construction Project

Emilcott provided health and safety personnel at the Merck, Rahway site for over twelve years for numerous projects involving construction of a chemical process pilot plant in an area of known chemical contamination and in the renovation of the site chemical sewer system. Construction work included removal and replacement of all underground utilities (gas, electric, water lines); UST removal; installation of overhead chemical pump stations and piping; and general building construction. Endicott’s health and safety role included the collection and interpretation of laboratory analysis of air samples (both personal work area and perimeter samples), the oversight of exclusion zone activities by contractors, and the implementation of health and safety procedures. Emilcott developed activity-specific health and safety plans as needed.

Litigation Support Services- Construction near a Former MGP Site

Emilcott reviewed and gave expert comment on a letter from the NJDEP to the Town of Dover, regarding health and safety concerns of a construction project on a property adjacent to a former GPU MGP site. The MGP site had potential contamination of PAHs and heavy metals. The letter from NJDEP asked about the safety of working near an “uncontrolled” hazardous waste site and what steps might be taken to safeguard the workers and the public. Emilcott based its comments on the interpretations of OSHA’s hazardous waste and construction standards and best industry practices.

IH Monitoring, H&S Oversight for Building Inspections and Clean-Up in Ground Zero Area

Emilcott provided two full-time IH technicians to perform preliminary IH monitoring and hazard investigations in buildings in and around the WTC Ground Zero area in NY.   The investigation involved sampling for asbestos, silica, VOC, heavy metals, and PCB before clean-up crews could enter the areas.  Post clean-up sampling was also performed.

Health and Safety Construction Oversight

Emilcott provided Pfizer with a Health and Safety Consultant for construction oversight services at their Global Manufacturing facility in Parsippany to assist with meeting basic safety requirements during construction and routine maintenance.   The consultant was on-site full time and a Certified Safety Professional (CSP) provided Project Management services as needed.  This project involves a long-term multi-million dollar expansion initiative.

Construction Site Health and Safety Audit
Storage USA
Stamford, CT
Emilcott conducted an audit of Storage USA’s construction site in Stamford, CT.  The purpose of this audit was to assess the level of compliance with OSHA Construction Safety (29 CFR 1926) regulations.  Using a Storage USA Site Safety Evaluation Checklist, the audit included a review of safety training records, an examination of the site Hazard Communication Program, Emergency Action Plan, OSHA 200 log, and employee notice posters, first aid kit and sanitation facilities.  A written report of findings with recommendations was provided to Storage USA corporate and regional H&S management.

Health &Safety Oversight at a Construction Site Involving Arsenic Contamination

Emilcott provided industrial hygiene monitoring and safety oversight at a construction project for a major supermarket chain.  The construction involved the building of a 400 square-foot food warehouse on a former industrial site with known arsenic contamination.  Work activities included conducting site safety briefings for personnel new to the site, verifying that site work practices conformed to requirements of the Health and Safety Plan (HASP), and evaluating the dust exposure potential during soil cutting and filling.   Worker exposure was evaluated using a direct-reading aerosol monitor, industrial hygiene sampling and visual observations.
